Where can I get small plastic toys made for my small business?
I’m in San Diego. We’re looking for a manufacturer (USA or Mexico, preferably) to make plastic figures of our copyrighted designs. We have a little investment capital, but we’re most interested in prototypes first. In addition, what type of designs do we need to produce? We have .jpg images of the hand-drawn copyrighted figures, do we need something cgi?
Can a foreign individual (non-resident) open a small business in the US whitout having trouble with INS ?

I know there’s a Investor Visa, but that only qualifies to business with more than 1,000K capital investment and 10+ employees.
